Werner Kampe
Werner Kampe served as NSDAP Kreisleiter and municipal commissioner, later occupation mayor of Bydgoszcz. The profile reconstructs the person’s function in Bydgoszcz, Gdańsk Pomerania and Reichsgau Danzig–West Prussia through documented office, decisions, supervision or operational conduct. It does not assign every crime committed by an institution or region to one individual.
Confirmed findings
- As Kreisleiter and municipal commissioner, Kampe held party and administrative functions in Bydgoszcz during the first months of occupation; he later served as the city's occupation mayor.
- Academic research documents that, on his initiative, the first arrests and executions began in Bydgoszcz as early as 5 September 1939, before the arrival of the Einsatzgruppe IV staff.
- A surviving IPN proclamation of 11 November 1939 bears his name as city commissioner and Kreisleiter and announces the shooting of Bydgoszcz mayor Leon Barciszewski.
Place in the chain of responsibility
Kampe shows that local administration and the party structure were not a passive backdrop to terror: they initiated measures, gave them an official framework and communicated repression. The profile does not present him as the personal perpetrator of every crime of the Selbstschutz, Wehrmacht, SD or Einsatzgruppen in Bydgoszcz.

The complete investigation files require separate reading. Sources establish initiative, official functions and a public proclamation, but do not justify assigning Kampe the personal execution of all murders committed by different formations in Bydgoszcz.
